Delegated via herdr to OpenCode, independently verified (npm run check/test/build, not just the implementer's self-report). New src/crypto/omemo-db.ts, omemo-store.ts, omemo.ts: local identity bootstrap only (registration id, identity keypair, signed prekey, 100 one-time prekeys via KeyHelper), idempotent across relogin. No PEP, no send/receive, no UI yet. test/omemo.test.ts (4 tests) adds fake-indexeddb as this project's first Node-side IndexedDB test coverage. Corrects several of Phase 0's audit assumptions against the library's real dist/index.d.ts (saveIdentity()'s return direction, the generic store methods being sync-only and unused by the library, two Node-compat deviations from ChatDB's exact style) — see OMEMO-PLAN.md's "Phase 1 skeleton findings".
